3. The design must protect the ground from damage caused by groundwater and frost, ensuring stability in all weather conditions.
4. The surface should offer the right balance of grip and cushioning, enhancing performance while reducing injury risk.
5. Drainage is critical—rainwater and groundwater must be efficiently removed to prevent waterlogging and maintain usability.
6. After heavy rainfall, the track should remain free of standing water to ensure it remains safe and functional.
7. All of these criteria must be followed throughout the entire construction process to guarantee quality and compliance.

The IAAF further emphasizes the importance of proper sub-base construction. They note that even in ideal locations, there must be at least 150mm of free drainage beneath 60mm of asphalt concrete. In less favorable conditions, a thicker structural layer of 400–500mm is essential. This is especially important in colder climates where temperatures drop below freezing, as a deeper base helps prevent frost heave, which can damage the track and affect its performance over time.
