Chapter 1 Purpose and Scope of Certification
Article 1 In order to effectively establish links with various mountaineering and outdoor sports clubs and related agencies in the country and implement the management tenet of “service, guidance, and standardizationâ€, the China Mountaineering Association has decided to accredit various mountaineering outdoor sports clubs and related organizations in China. Certification.
Article 2 Any mountaineering outdoor sports club engaged in mountaineering and its related sports and related professional organizations may voluntarily apply for the qualification certification of the China Mountaineering Association.
Mountaineering and related sports are:
(i) Mountaineering: Mountaineering adventures with an altitude of over 3,500 meters.
(b) Sports related to mountaineering: Sports derived from mountaineering or related to mountaineering. Including: various natural rock walls, artificial rock walls, ice climbing; mountain hiking, canyoning, mountain sports, field survival, cave exploration, etc.; bungee jumping, expanding sports, and mass mountain climbing.
Article 3 The clubs and related practitioners engaged in the aforementioned sports must be approved by the local sports administrative department and registered in the local civil affairs department or the industrial and commercial department.
Chapter II Conditions, Obligations and Rights of Certification Clubs and Related Practitioners
Article 4 Conditions for Certification Clubs and Related Practitioners
(1) Advocating the leadership of the Chinese Communist Party, advocating a socialist system, observing discipline and observing laws, taking the promotion of national fitness as its own responsibility, good performance in past work and activities, and having certain social influence.
(b) Recognition of the "China Mountaineering Association Constitution".
(3) The technical force of one or more intermediate and two or more junior technicians (including climbing instructors, outdoor sports instructors, mountain guides, extension trainers, etc.) and a number of auxiliary technicians (protectors, medical personnel, etc.).
(d) More than 50 officially registered members.
(5) Technical equipment that meets the requirements of the national technical standards (in preparation) for more than 50 persons each time.
(6) To organize more than 10 outdoor sports activities or competitions each year.
(vii) Established a standardized internal management system (including the "Environmental Protection System", "Member Management System", "Safety Management System", "Activities Organizational Standards", and "Technical Practices") and can be implemented strictly. (The “Environmental Protection Systemâ€, “Regulations on the Organization of Activities†and “Safety Management System†were uniformly formulated by the China Mountaineering Association).
(8) Actively participate in the events organized by the China Mountaineering Association and the activities of mountaineering and outdoor sports.
Article 5 Obligations of Certified Clubs and Related Practitioners
(a) Assisting the China Mountaineering Association in its efforts to promote local mountaineering and outdoor sports.
(b) Each year shall report to the China Mountaineering Association in writing the annual work situation, including: organizational changes, activity profiles, basic fund conditions, major accident reports, and environmental protection work.
(c) Annual review in accordance with relevant regulations.
Article 6 Rights of Certified Clubs and Related Practitioners
(1) The qualification certificate of the China Mountaineering Association may be advertised and suspended, but it must be complete (that is, it must include qualifications).
(2) You can participate in related activities and competitions organized by China Mountaineering Association and enjoy the priority of attending training and services.
(3) The technical information of the China Mountaineering Association can be obtained, including "Mountains" magazine, technical consultation, relevant ordinances and regulations, and event information.
(4) Can participate in the overseas visits and foreign exchange activities organized by the China Mountaineering Association.
Chapter III Certification Procedures
Article 7 Apply for certification from China Mountaineering Association and provide the following materials:
(1) The application for qualification certification shall include the commitments acknowledged by the “China Mountaineering Association Constitution†and the proposed mountaineering outdoor sports activities (climbing, mountain climbing, outdoor sports, alpine adventures, mass mountain climbing, outreach training, etc.) One or more may be reported.
(2) Approved materials from local sports administrations, approval documents of industrial and commercial or civil affairs departments (photocopy), school clubs must have the signature of the legal person and the official seal of the legal entity.
(3) The nature and scope of business of clubs and related practitioners.
(4) Internal management systems of clubs and related practitioners (including “Safety Management Systemâ€, “Environmental Protection Systemâ€, “Members Management Systemâ€, “Event Organizing Rules†and “Technical Practicesâ€).
(5) List of club leaders and technicians and their qualifications (name, gender, date of birth, academic qualifications, technical work performed in clubs and related institutions, professional and technical education, relevant certification materials, and job or technical resumes) , major achievements, photos, etc.).
(6) The number of formal registrations of clubs and related practitioners, the status of their activities (the nature, frequency and number of activities), venues, equipment, basic fund requirements, past major accidents, and brief technical analysis.
(7) The specific location and contact information of clubs and related practitioners.
(viii) A certain review fee.
Article 8 The Chinese Mountaineering Association will notify the club within one week after receiving the application from the club and related agencies to receive the application and organize the evaluation work as soon as possible.
Article 9 The evaluation shall be organized and implemented by the Department of Outdoor Sports and Club Management: According to the project for qualification application, 5 or 7 related experts (generally members of the respective professional committees) shall be organized to form a review team to listen in detail. In case of conditions), read the relevant application materials (if necessary, on-site examination), and decide the results of the review by secret ballot and report to the China Mountaineering Association for approval.
Article 10 The accreditation committee is mainly responsible for the evaluation of the projects and organization organizations applied for by the applicants. The accreditation results must clearly indicate the names and nature of the clubs and related practitioners, legal representative and qualified sports activities.
Article 11 After the China Mountaineering Association approves the evaluation results of the assessment committee, the applicant shall become the "China Mountaineering Association Qualification Certification Club and related practitioners organizations". At the same time, it must indicate the qualified projects. The model is: "China Mountaineering Association Qualification Certification × × (× × item)".
Twelfth to become a certified club and related professional organizations, all their application materials shall be archived and archived by the China Mountaineering Association, and issued by the China Mountaineering Association.
Article 13 Clubs and relevant practitioners that have passed qualification certification shall also have A-level technical grade standards. Only A-level technology grade standards can apply for AA-level and AAA-level technology.
Chapter IV Management of Certification Qualifications
Article 14 The China Mountaineering Association will conduct annual review of certified clubs and related practitioners at the end of each year. Clubs and related institutions shall provide annual club information (December 1 to December 15) on time (see 5th). Article (2)), and pay a certain amount of annual fees.
Article 15 The Chinese Mountaineering Association shall have the right to revoke its certification qualification certificate in the following circumstances:
1. There are serious political issues.
2. Serious violations of the "Safety Management System" and "Technical Practices" safety management systems and serious accidental casualties.
3. Serious violation of the Environmental Protection System.
4. The information provided at the time of application or review is seriously untrue.
5. The registration certificate was revoked by the local sports department, local civil affairs department or industrial and commercial department.
6. There have been major changes that have failed to meet the conditions for certification.
7. Do not participate in the activities organized by the China Mountaineering Association for a long time or do not participate in the meetings requested by the China Mountaineering Association for no reason.
8. The annual review was not conducted on time.
